Centralize financial flows of up to €2 trillion

Previously known as ACOSS (Central Agency of Social Security Organizations), Urssaf Caisse Nationale (Union for the Collection of Social Security and Family Benefit Contributions) plays a key role in the collection and distribution of French social security contributions.

It manages the treasury of the various branches of the French social security system to finance benefits for millions of French citizens (healthcare, unemployment, retirement, family support, etc.).

A TMS at the core of the transformation initiative

The numerous software systems used by Urssaf until 2021 were functionally segmented, difficult to maintain, and hard to adapt to the increasingly demanding processes (flow volume, flexibility, etc.) inherent in the new responsibilities of the Urssaf treasury function. At the same time, a large-scale digital transformation project was launched, aiming to place the implementation of the new TMS at the core of Urssaf’s information system.

A strong asset

Urssaf Caisse Nationale was looking for a solution that offered quick onboarding and a vendor capable of meeting several key criteria:

  • Demonstrate treasury expertise to help build a strong treasury culture across the 22 Urssaf offices, where few treasurers had prior experience with treasury management systems.

  • Bring end-to-end expertise—covering project management, systems, and technical aspects—to accelerate implementation, particularly when it came to interface development.

  • Adapt to specific challenges as they arise, whether functional issues or server performance concerns.

The impact of centralization

The IT transformation plan of Urssaf Caisse Nationale included a dozen projects, with the TMS serving as the central element. The requirements gathering and process modeling phase was therefore handled with particular care. Within the Competitive Procedure with Negotiation (CPN), 400 specific points were dedicated solely to the TMS. This phase allowed Acoss managers to gain new skills and a deeper understanding of the treasury function, including its technical aspects.
